Even if it was just for people with Nightfall.

That is a terribly poor argument. Indeed, it is a stand-alone, but Anet is doing it a way that no one has done it before. Festival Hats(or some variation of) was a feature that many people wanted. But instead of giving it only to Nightfall because it was the latest campaign, they gave it to Prophecies as well. The same occurs with material storage, and other updates. Insignias are something that improves to the current system, not adds gameplay. Your logic is very flawed with that of Anet's doings.

Material Storage was Factions only, got added to all chapters when Nightfall came out. Insignias and Heroes are Nightfall only. When Binky's Spelling Adventure in Antartica (chapter 4) will be released, insignias and heroes will be added to all chapters. Mark my words. Wintersday is a TYRIAN holiday, Elonian people celebrate it too (because Elona is part of Tyria). Wintersday was there before Nightfall. And Insignias don't improve the system. They provide the same stats you could and still can get on Prophecies and Factions. You're knowing is very flawed with that of Anet's doing.

On one condition. This should only be allowed for players with the Nightfall Campaign, put it in Kamadan or something.

Same stats?? What same stats?? Go to Prophecy and Faction and find me a mesmer armor with <armor+5 while 1 skill is recharging> please, or an elementalist armor with <armor+5 with 9 fire, armor+10 with 9 fire & air>, or a warrior helmet with <armor+10 vs elemental>.
The fact is, NF introduces so many different insignias that aren't seen in Prophecy and Factions, it's actually quite imbalanced at the moment. Reason why ppl complain, is some new insignias are simply better and older armors just don't have them.

/Signed if and only if they allow it for the people that have purchased Nightfalls and might like the 15k armor from tyria or even cantha.
It's not fair for people that only have Phophecies to get the same treatment that those that went out spent there money and have Nightfalls.
I think someone said everyone is saying I want I want I want and I agree you should be given what you want, but if and only if you support the company and buy there new games then and only then shall you recieve.

Read the thread first, those stats that came in new aren't all that much. I provided a link and admitted there were new ones. As an experienced mesmer myself I tend to be always casting, so virtuoso's would be much better. +Energy is still the best choice in my opinion. And artificer's insignia? Don't make me laugh. Undertaker Insignia? Bout any necro uses Tormentor, Minion Master or +Energy. You ever seen an ele with three elements? You ever seen a beastmaster (they pwn btw)? And would u choose +10 versus elemental dmg over +10 versus physical? Since that is the most dmg a warrior gets to deal with. So please don't give me that River Skale dun about imbalanced. Get your facts straight.
Cheers

So if that case then me being allowed to bring newer skills to the other games is unbalanced also. Quite simple if you want the new stuff buy the new games thats the only fair way to do it.

This would be a major positive for all the chapters of the game I believe.
Part of the problem in Prophecies was that most people ultimately bought armor based on stats rather than looks. This resulted in, for example, lots of Rangers in Druids armor, because the added energy is far superior to the small armor bonus.
They attempted to fix this in Factions by allowing you to choose which stats you want for each armor, but the cool Prophecies Only armor was stuck the old way.
The Inscriptions not only allow the flexibility of Factions Armor, but also the ability to change your armor stats without having to buy a whole new set of armor. This is a huge improvement to the game that is currently only available to Nightfall Armor, hence a lot of people converting to Nightfall armor just for this ability.
Adding Inscriptions to all armor will add variety to the game. Players will be able to choose armor primarily for looks rather than stats, and that is good for everybody.
For me a fair compromise on the whole Nightfall only issue: Make it so that all newly purchased armor can take inscriptions (retrofitting everyones old armor automatically would be a huge programming chore anyways), then add an NPC "Tailor" to Nightfall only (somewhere in Vabbi maybe, because its the kind of place that would have fine tailors) who for a fee will convert your old armor to take inscriptions.

Signed only for fissure armor. Chances are, they are not going back to change things in tyria/cantha since they have elona and future chapters to worry about. Anet said so themselves, they most likely won't add new content or make changes to the older chapters once a new one comes out.

It would be silly for them not to change it, since that would make pre-Elona armor for all intents and purposes worthless and outdated. What fun is it when each new expansion completely over-rides and destroys what came before? And also, I would love to mess around with the stats on some of the armor skins in Tyria, that would be great :-). Finally, insignias offer armor possibilities not open to Tyrian armor, which would be nice fixed.

Did they make it so that you could get armour with Tyrian skins, but Factions stats? No. Did they make it so that you can make armour that looks like Glads, but can have any stats you want? No.
They didn't do any changes to the armour in Tyria for Factions, so there is no reason for them to do the same for Nightfall.
If you really want the new stats, go and buy some of the new armour. You can get a set for only 1k a piece at Consulate Docks.

Ballance between chapters
There are many players, who would sign the petition, and even same many, who would not sign. Why opposition? Well, as I see - mostly no arguments - or - arguments, which do not concern the whole idea. Sometimes even - the answer or "argument" if we could call it, is simply out-of-the-universe. Just alike - no, because not, why do You need it.
And we've got a loop.
I sign definitely over and over again. Small arguments come below:
1) the look - why to force players to buy worse-looking shitwork, instead of good looking armors from previous parts, just to be able to put insignias on?
2) enable by that possibility also to tune-up previous armors (which actually, in most cases cost a lot)
3) ballance of the armors - if we keep same stats of the "best" available armors in the whole game (ex. FoW stats are just alike 15k armors in Factions, as well as Droks and so on and so on). So where did this "lack of idea" come from? The insignias can co-exist with the runes on the same parts of the armor, and with this issue, we turn the ballance to NF. And by that, we ruin the very first set of rules, which were in GW long time ago in a galaxy far, far away.
I guess, most of the players would share this one.
And for the opposition: if the only powerfull argument is "because it is not needed", then the change due to the petition, wouldn't hurt You at all. Including feelings.
Now - let the war begin.
